THE PURPOSE OF THIS ASSESSMENT
Demonstrate a good working knowledge of the National Health Agreement and state-based frameworks used to fund hospitals in Australia through Activity Based Funding.
RELEVANT SILOS
- Demonstrate well-developed skills in applying the principles and standards related to health data to the processes of collection, reporting and verification for administrative health data collections.
- Analyse and evaluate the uses of administrative health data collections by state, territory and national health authorities, health service planners, health service managers, and researchers.
- Demonstrate capacity to generate health data analyses and reporting underpinned by broad and coherent knowledge of models of health service and care funding, including Activity-Based Funding and casemix- based approaches.

WHAT YOU NEED TO SUBMIT FOR THIS ASSESSMENT
You need to prepare a 1,250-word (+/-10%) report that describes how the National Health Agreements, the national and state-based framework and policies are used to determine how public hospital services are funded within Australia.
THE CONTEXT FOR YOUR REPORT
You are the Director of Health Information Services at your hospital. You have been asked to prepare a report as a briefing for the newly appointed Director of Medical Services to explain how the national policies and funding framework are utilised to fund your hospital. You are required to demonstrate and describe how different types of episodes are classified and costed, and what factors impact the amount of funding received for your hospital.
INSTRUCTIONS:
Reports must be written individually and without any consultation or collaboration with any other student or person.
Each student must prepare a briefing report that includes the following elements:
- An overview of the national government framework, i.e., the Agreements for funding hospitals within Australia. You should include an overview of the ABF Framework, IHPA’s role in developing this framework and how the state-based guidelines link to these higher-level documents.
- An overview of the funding classifications in use, describing how episodes are funded at your health service and what factors impact the amount of funding received.
- All students must discuss funding for acute admitted patients, and select one of the following:
- Admitted subacute and non-acute patients
- Non-admitted patients
- Emergency departments and emergency services
- Discuss the impact of inaccurate coding and poor data management on hospital funding and patient quality and safety.
- The role the Health Information Manager can play in relation to ensuring hospitals receive the appropriate level of funding.
- Your recommendation(s), i.e., your insight into any potential improvements or possible analysis(es) of data pertaining to the responsibilities of the Health Information Manager or Health Information Service that could be undertaken to improve health service delivery and for overall improvement of patient care. Ensure you include references that support your recommendations.
FORMAT:
- The report must be written in a professional manner.
- You must clearly articulate your message to the newly appointed Director of Medical Services.
- Report format must include the following:

- Introduction
- Body of the report
- Recommendations
- Conclusion
- Appendix
- Reference List
- Students must demonstrate effective paraphrasing and summarising of material from other sources, with minimal use of quotation.
- Referencing and in-text citations are required; consistently use of either APA 7 or Harvard.
Note: The title page; contents page; executive summary; the reference list; and any appendices are not included in the word count.
ASSESSMENT CRITERIA:
Refer to the marking rubric for allocation/distribution of marks.
Thoroughly read and follow the Discipline of Health Information Management’s guidelines on report writing as the structure and presentation will be assessed according to these.
SUBMISSION:
You are required to submit your briefing report via the LMS drop box by Wednesday 1 June 2022 at 11:59pm. The file submitted to LMS is the final version and cannot be changed.
