An important objective for any border control authority is to ensure a safe and secure border while facilitating legitimate entry into the country. Ever-increasing passenger volumes have stretched many border control authorities to their capacity, impeding some authorities’ ability to deliver on this objective. Often resources must be moved from one location to another to accommodate peak demands. Many border control authorities rely on a combination of practices including the use of advance information, risk assessment, targeting, and observation to maximize their effectiveness.
Discuss the role that risk assessment plays in the passenger processing environment and how it can be applied to effectively intercept risks upon or prior to arrival at a port or entry. (350 words)
Explain what is meant by the term “pushing the border out”. Describe two examples that are currently in practice and explain their importance to the particular country or border authority. (200 words)
Research and evaluate the two prominent international guidelines that pertain to the use of passenger information. Describe how passenger information may be integrated into the risk assessment process, to create profiles and better target persons of interest prior to or upon arrival at a port of entry. (350 words)
Discuss the importance of observation and examination in the passenger processing environment. Does the use of advance passenger information replace or supplement the need to conduct risk assessments upon arrival? Explain and justify your reasoning. (200 words)
