Introduction

An integrated management system brings all aspects of a system of industry or organisation’s process, systems and standards into a single smart system. Through the establishment of an integrated management system management of a particular process can be streamlined, time can be saved in the enhancement of that process and the efficiency of that process can be increased. The factor is that in an integrated management system all aspects of a particular management requirement can be addressed as an entire. The study aims to explore the way integrated management can be enhanced in constructing the road and water network for new housing estates in four growth areas of Melbourne that are Whittlesea Council, Hume Council, Melton Council and Wyndham Council.

Scope

The scope of the project includes the construction of a road and a water network in that mentioned growth areas of metropolitan Melbourne. In the road network, the construction of local residential streets, and arterial and collector roads will be included. The elements of the road network will also include features and facilities such as kerb and channels, driveways, footpaths, bicycle lenses, bus stops, streetlights and other possible things. On the other hand, water mains, sewer channels and drainage will be incorporated into the water network. The overall water network construction will be focused on making the flow of water from house lots to the housing subdivision main pipes of the four growth areas for drainage and sewers and others.

Normative References

In the construction of the road network, the entire team of recently graduated engineers will be used on smart and sustainable practices of constructing roads. As indicated in the study by Golbabaei, Yigitcanlar & Bunker (2021), Smart and sustainable practices can be illustrated as a set of principles for constructing roads that can be maintained by individuals, mainly the civil construction engineers to limit the impact of the system of the roads on the environment to a minimum ratio. This type of road construction practice can be enhanced with an aim of maximising the lifetime of the road network, that has planned to be constructed between the mentioned four growth areas of Melbourne. In fact, by doing so, the emission of the road network can also be restricted. 

On the other hand, in the construction of the water network, the group of engineers will be focused on the guidelines of water-sensitive urban design. As indicated in the study by Rubinato et al. (2019), WSUDP or water-sensitive urban design guidelines can be described as an approach by which the utilisation of available resources of water is integrated and optimised. With the execution of the WSUDP, the group of engineers can achieve sustainability and livability in the construction of the water network between the mentioned four growth areas of Melbourne. The factor is that being an integrated design of the urban water cycle, the guidelines involve the incorporation of management of water supply, groundwater, waste water and storm-water. Urban design and measures that can be taken for environmental protection (Cdn.cseindia.org, 2018).

Terms and definitions

The following are the civil engineering terms that are related to the road and water net construction project that has been undertaken in the mentioned growth areas of Melbourne:

Cross Slope or Camber

As stated by Hildebrand & MORRALL (2021), it is the slope, which is provided to the surface of roads in the transverse direction from the road surface to the drain of the rainwater.

Medians

Medians can be defined as the traffic separators that are provided in constructing roads to prevent the collision of vehicles moving in the opposite direction on the adjacent lanes (Theconstructor.org, 2022).

Kerb

As stated by Xu, Sun & Liu (2021), A kerb in a road can be defined as a pavement’s raised edge that separates the pavement from the road. 

Pavement or carriageway

It is the paved portion of a road over which vehicles are meant to move (Civilblog.org, 2015).

Road margins

It is the portion of the road, which is beyond the carriageway but on the roadway (Vincivilworld.com, 2022).

Roadway width

The distance between the road boundary including footpath and drains that are measured at appropriate angles to the centre of the plot is called roadway width (Morrison, 2019).

Right of way

It is the authority of people to use a road in the form of walking, running or driving (ALEMIE, 2019). 

Water mains

As indicated by Chen & Guikema (2020), these are the main underground pipes in a pie system by which water is supplied to a particular area.

Drainage

As stated by Rambabu et al. (2020), it can be defined as a system that allows water and other liquid to be drained from a particular area.

Sewer channels

As per indications by Campisano et al. (2019), it can be defined as a type of drainage that supplies water into rivers and often in canals of agricultural irrigation.

Context of the organisation

The construction project that has been undertaken by civil construction has to be completed with proper features and facilities of road and water network. The organisation expects the group of engineers to report the existence of features and facilities such as Kerb and channel, individual lot access or driveways, bus stops, footpaths, lanes for bicycles, streetlights and others on the roads at the completion of the project. On the other hand, in the completion of the water network, the organisation expects to be reported the existence of effective drainage, sewer channels and water mains. Positive completion of the project with the incorporation of the mentioned features can benefit the organisation by earning new similar projects as the project is a growth area. A growth area can be illustrated as an area that is in the progress of becoming larger and more successful (Amri & Giyarsih, 2020). This characteristic of the area can facilitate the organisation with earning more projects if the current undertaken project is completed successfully.

Leadership

Leadership is the capability that can be enhanced to influence and guide the group of engineers throughout the completion of the civil construction project that has been undertaken. As opined by Drouin et al. (2018), to assure the successful completion of the road and water network in the mentioned four growth areas of Melbourne, the implementation of a democratic leadership style can be suitable. A democratic leadership style can be illustrated as a specific type of leadership style in the implementation of which every member of the group of engineers is expected to be allowed to participate in the decision-making process in the completion of the road and water network.

Planning

As indicated in the study by Woodward & Kliestik (2021), in the construction of the road network, being adhered to the smart and sustainable practices of constructing roads it is necessary to ensure that access to multiple energy resources has been gained as highway construction requires plenty of energy. It must be ensured to make the organisation assured of the effective production of asphalt and sentiment that are destined as material for pavements and excavating throughout the enhancement of the road construction project. To construct the road network with reduced energy consumption, warm-mix asphalt replacing hot-mix asphalt can be used. As opined by Caputo et al. (2020), WMA is excited to be produced in road construction at a lower temperature. Thus, plenty of benefits can be gained in road construction with the use of WMA for the production of asphalt including improved working conditions due to less exposure to heat and fumes, improved compaction of asphalt, longer hauling and reduction of paving costs (Worldhighways.com, 2015). For sustainable pavements of asphalts, bio-binders as materials can also be used to save costs for energy and production in road network construction. As opined by Hemida & Abdelrahman (2019), bio-binders are often called biopolymers that come from natural resources. In fact, these are completely biodegradable. Along with being cost-effective, the use of bio-binders can also induce benefits by showing effective thermal stability in road network construction.  Sustainability in road network construction can also be reached by using recycled materials such as concrete. As per assumption, it can entail a deduction in energy consumption that is required for importing new materials. However, the opportunity to use recycled material is itself a sustainability benefit that can be gained in the road network construction between the mentioned four growth areas of Melbourne.

In the execution of the guidelines of water-sensitive urban planning and designing, the group of engineers is exposed to keep the water bodies mentioned in growth areas protected so that those can be used as supplementary water resources in the construction of the water network. With elements of landscape designs such as vegetated swales, bio-retention systems and buffer strips they are expected to enhance effective storm-water management in public places of the growth areas. The group of engineers must utilise recycling and reutilising wastewater in a natural manner and adopt water-efficient fixtures, xeriscaping landscape and utilise irrigation methods that are water-efficient to increase approaches for water conservation at various scales of the water network construction process.

By doing so, whether the budget of the project is on track or not can be determined. To measure the performance of the constructed features of the road and water network, changes and unforeseen obstacles can be closely tracked (Indovance.com, 2021). The existence of all the expected features can indicate the overall quality of the construction of water and road networks.

Improvement

To complete the construction of the road and water network in an improved manner, the utilisation of the Internet of Things can be made. The utilisation of IoT can facilitate the group of engineers with effective tracking of the progress of the entire construction project. In fact, with the use of IoT, they will be able to monitor construction sites closely. The use of IoT can also induce benefits of gaining the opportunity of remote equipment control and management of people in the construction of the road and water network (Tracecost.com, 2022). In fact, the technology can also be useful to manage the day-to-day tasks of the construction project effectively. 

Conclusion

It can be concluded that the implementation of smart and sustainable practices in constructing roads can be a viable solution to increase the longevity of the road network that has been planned to be constructed. In fact, the enhancement of this type of road construction practice in the road construction of the project can reduce the emission of the roads. On the other hand, the execution of the guidelines of water-sensitive urban water can prove to be helpful to achieve sustainability and longevity in the construction of the water network in the mentioned growth areas of Melbourne.
